Mobile Minutes: Skype Qik app; Iliad drops T-Mobile bid; Publicis buys Matomy Media stake; Google Pigeon

Skype on Tuesday launched a new app called Skype Qik that lets people send each other 42-second videos, a move the Microsoft division hopes will extend its communications clout from PCs to smartphones.
"Skype Qik is a lightweight, spontaneous, mobile-first video messaging app," said Piero Sierra, director at mobile for Skype, in an interview.

Relieved investors sent shares in French low-cost telecom operator Iliad up 11 percent on Tuesday after it abandoned an effort to buy the fourth-largest U.S. carrier T-Mobile.
Backed by billionaire founder Xavier Niel, Iliad made an initial bid worth $15 billion and then raised it further, but was rebuffed by T-Mobile US' parent company, Deutsche Telekom. 

Publicis Groupe SA is buying a 20 percent stake in digital-advertising technology company Matomy Media Group Ltd., in the latest move by a large ad agency to add technology capabilities as more marketing dollars shift online. The deal is part of Publicis?s strategy to expand, in part by making small acquisitions, after the French ad giant abandoned a planned merger with U.S. rival Omnicom Group Inc.?
